19 of Daniil Medvedev's 21 championships have been won on hard courts
A comeback the Russian player claimed his maiden title for 882 days with success over opponent Moutet in the tournament final.
Medvedev, a ex- world number one, has endured a challenging year, achieving just one match at the major tournaments and experiencing a setback at the US Open.
Medvedev's inconsistency on the professional circuit - and struggles with his service game in especial - led to him exiting of the elite rankings and ultimately splitting with long-term coach Gilles Cervara.
Presently working with Thomas Johansson and Goetzke, he has consistently progressed in the past month - climaxing in a hard-fought competitive victory over Frenchman Moutet.
This marks his initial trophy since the Rome competition and initial on a hard court after spring of the previous year.
Success also indicates he has achieved 21 championships at 21 various competitions.
"It's the first time I'm at a event with my two daughters together, so to get a title is especially meaningful," commented world number 14 Medvedev.
"This victory is in honour of my child her name, because the first title I got when my child her name was born was for her."
The athlete, the former major winner, had failed in his previous six championship matches, including in the German tournament previously this season.
Medvedev's defensive strategy and recurring outbursts on the playing surface had prompted observers to question if his ability to compete at the highest level was concluded.
Yet the player has altered his approach in the last few weeks, striving to advance forward and compete positively, backed up by an enhanced serving game.
The champion came back from a disadvantage in the initial set against the tricky Frenchman, winning four of the last five points to take the lead.
The competitors traded break points in the second set before the Frenchman, attempting for his initial professional championship, seized the initiative to create a decider.
He rescued four initial opportunities in a tight third set before the Russian broke to that score to secure the win.
Fittingly, he earned the title with a shot at the net, with Moutet unable to handle a shot after a lengthy match.
